What value refers to the SEEK parameter?

I am having difficult to use seek option, in the wiki understand that the value of this field is the number of the frame that I want to go. I used a video for test http://commondatastorage.googleapis.com/gtv-videos-bucket/sample/BigBuckBunny.mp4 , with the ffprobe returns me that the video contains 14315 frames, but when I put a value near this in seek it goes a little beyond half of the video and not to the end, and even if I put The total number of frames it never leaps into the end. For seeking to work well you need to have a file that is encoded with only I-frames - otherwise seeking will go to the closest I-frame beyond the frame you requested.
