Also, are you still accepting PRs for the 2.4.x and 2.3.x series?
No, I don’t have any idea when that will be currently. It will depend on when something that feels worth releasing appears.
Currently the only thing prepared for it is updated ffmpeg and boost, and some work from nxtedition on hdr support (which is usable in some specific scenarios, it would be nice to expand this support before 2.5)
I do intend to do a 2.4.1, probably should have already but I keep hoping to look at a few more of the recent bug reports before doing so. I will backport any fixes that are submitted targetting master/2.5 if it looks like they are relevant there.
I do not intend to do anything further on 2.3
