Consumer as a capture device

I need to set up a consumer to behave as if it is a capture device which can then be seen and read by another application which will drive a transmitter.
Is this possible and how can I do it?

NewTek-iVGA/NDI consumer
Then using NDI Tools use Virtual Input to select the output stream from Caspar. The software will show a “NewTek NDI Video” device.
If the software accepts NDI input, you can skip that.
