Can 2.2 have unusual sized output window?

I’m looking to use Caspar as a scoreboard solution. I know the older versions didn’t support this, but does 2.2 support unusual windows output sizes?

AFAIK no. What size would you need on what output device?

Unknown I’m afraid, depends how many LED panels on an install so varies drastically.
Probably something along the lines of

Horizontal 1200-1920 pixels (I guess could be wider but would need a second screen/row or 4K)
Vertical - 100-250 pixels

No, there is no out of the box support for non-standard resolutions. I know one way to do LED screens is to compile CasparCG with some custom resolutions baked in, the screen consumers will handle this fine.
